01 · Military Pay and DC Income Tax

Military Pay and DC Income Tax

The District taxes military pay and military retirement for DC domiciliaries. VA disability compensation stays federally tax-free. SCRA domicile rules still control where active-duty pay is taxed.

Active Duty Pay

Under the Servicemembers Civil Relief Act (SCRA), DC can tax active-duty military pay only if the District is your state of legal residence (domicile). Being stationed at Joint Base Anacostia-Bolling, the Pentagon, or another NCR duty station does not by itself make you a DC taxpayer on military wages. Keep Form DD-2058 current with finance if your domicile is elsewhere.

Military Retirement Pay

DC taxes military retirement pay as ordinary income. There is no broad military retirement exclusion. The old limited exclusion for survivors age 62+ on certain SBP-style annuities is narrow, verify current Form D-40 instructions before filing. Top marginal individual rates reach 10.75% on the highest brackets in tax year 2026.

Limited Benefit

VA Disability Compensation

VA disability compensation is federally nontaxable and is not taxed by the District. That includes compensation paid at the 100% rate based on individual unemployability (IU). Keep your VA award letter with your tax records.

Guard and Reserve Drill Pay

DC does not provide a special income-tax exemption for National Guard or Reserve drill pay or annual training pay for DC domiciliaries. Title 10 mobilizations follow SCRA domicile rules for active-duty pay. Confirm treatment of District-ordered state active duty with the Office of Tax and Revenue or a military-aware CPA.

Military Spouse Income

Under the Veterans Benefits and Transition Act of 2018, a military spouse who maintains domicile in another state generally does not owe DC income tax on wages earned in the District while accompanying the servicemember on orders. Keep orders, domicile proof, and W-2 withholding records. File for a refund if DC tax was withheld in error.

02 · Property Tax Relief and Homestead Programs

Property Tax Relief and Homestead Programs

DC offers a standard Homestead Deduction plus a large Disabled Veterans Homestead Deduction for qualifying 100% P&T or IU veterans. Income and occupancy rules apply.

Disabled Veterans Homestead Deduction

Eligible veterans can reduce the assessed value of their principal DC residence by $445,000. You generally need VA classification as totally and permanently disabled from a service-connected condition, or compensation paid at the 100% level due to IU, at least 50% ownership, DC domicile, a principal residence of five units or fewer, and household income under the Senior/Disabled Tax Relief limit ($163,500 for tax year 2026). Apply through the Mayor's Office of Veterans Affairs. Filing October 1 through March 31 typically yields the full-year benefit.

Standard Homestead Deduction

Owner-occupied homes of five units or fewer can take the standard Homestead Deduction (about $91,950 off assessed value in tax year 2026). Homes that receive the Disabled Veterans Homestead Deduction are not also eligible for the standard Homestead Deduction, Senior/Disabled Tax Relief, or the assessment cap credit.

Senior and Disabled Homeowner Relief

Separate Senior Citizen and Disabled Homeowner programs can cut property tax by 50% and apply a tighter assessment-growth cap when income and age or disability rules are met. Compare this path against the Disabled Veterans Homestead Deduction before you apply. You generally cannot stack the veteran deduction with these credits.

How to Apply

Start with the DC Office of Veterans Affairs (OVA) for the Disabled Veterans Homestead Deduction, then coordinate with the Office of Tax and Revenue. Bring your VA award letter, deed showing ownership share, proof of principal residence, and income documentation. Active-duty applicants claiming DC domicile should include Form DD-2058.

03 · Vehicle Registration and Driver License

Vehicle Registration and Driver License

SCRA protects home-state vehicle registration for active-duty members. DC offers veteran plates and follows federal military-spouse license rules.

Out-of-State Registration

Active-duty servicemembers are not required to register vehicles in DC solely because of military orders. You may keep home-state plates and registration while stationed in the National Capital Region. Carry current orders and keep home-state registration current.

Driver License Validity During Orders

A DC driver license held by a servicemember or dependent can remain valid during qualifying out-of-District active duty. Confirm renewal timing with DC DMV when you return or separate. Spouses may also have portability rights under federal military-spouse rules.

Veteran and Military Specialty Plates

DC DMV issues specialty plates for veterans, disabled veterans, and certain military recognitions. Fee waivers or reductions may apply to some categories. Check dmv.dc.gov for current plate options and required VA or DoD documentation.

Sales Tax on Vehicle Purchases

DC charges sales and use tax on most vehicle purchases titled in the District. SCRA and domicile planning can affect whether you title in DC or your home state. Compare DMV fees, insurance, and inspection rules before you buy.

04 · Military Spouse Employment and Licensing

Military Spouse Employment and Licensing

Federal portability rules and DC professional boards cover many licensed occupations. Federal agencies across the NCR also hire under military-spouse preferential authorities.

License Portability for Military Spouses

Federal law and DC board rules help military spouses transfer or obtain temporary practice authority in many licensed fields when they PCS on orders. Requirements vary by board. Bring your current license, good-standing letter, and the servicemember's orders.

Federal Hiring Preference

Military spouses may qualify for noncompetitive federal appointments under Executive Order 13473 and related authorities. The NCR has a dense federal employer base, DoD, VA, DHS, and other agencies. Start with USAJOBS military-spouse filters and your installation employment readiness office.

Unemployment After a PCS Move

A spouse who leaves a DC job to accompany a PCS may qualify for unemployment benefits when the move is tied to military orders. File promptly and keep orders plus separation paperwork. Confirm current DC Department of Employment Services rules.

Remote Work and DC Tax

Remote wages can still create DC sourcing questions if you live in the District. VBTA domicile elections help many military spouses, but DC-source income and telework arrangements still need a careful look. Use a military-aware tax professional for mixed-state W-2s.

05 · SCRA Housing and Consumer Protections

SCRA Housing and Consumer Protections

Federal SCRA rights apply in DC the same as in the states: lease terminations on orders, interest-rate caps, and eviction protections for qualifying active-duty members.

Lease Termination on PCS or Deployment Orders

SCRA lets qualifying servicemembers end a residential lease early after receiving PCS orders or certain deployment orders. Provide written notice and a copy of orders. Termination timing generally runs 30 days after the next rent due date following notice. Keep proof of delivery.

6% Interest Cap on Pre-Service Debt

Qualifying pre-service consumer debts and mortgages can be capped at 6% interest during active duty when you give the creditor proper notice and a copy of orders. Ask your bank or loan servicer in writing and keep their written confirmation.

Eviction and Foreclosure Protections

SCRA restricts eviction and foreclosure actions against qualifying servicemembers and dependents without a court order. If a landlord or lender ignores the statute, contact your installation legal office immediately.

06 · Education Benefits and Military-Connected Schools

Education Benefits and Military-Connected Schools

DC hosts strong federal and local education options, Yellow Ribbon schools nearby, DoDEA-connected families in the NCR, and District veteran education resources.

GI Bill and Yellow Ribbon in the NCR

Many DC and nearby Maryland/Virginia schools participate in Yellow Ribbon. Confirm current participation and remaining entitlement at VA.gov before you enroll. School certifying officials at each campus handle enrollment certification.

In-State Tuition Pathways

Federal Choice Act and related rules help many recently separated veterans and qualifying dependents obtain in-state tuition. DC and consortium arrangements with MD/VA schools can matter for commuting students. Ask the registrar about veteran residency classification early.

Military Kids and School Transitions

The Interstate Compact on Educational Opportunity for Military Children helps with records, course placement, and graduation flexibility when a PCS interrupts the school year. DC participates. Start enrollment paperwork as soon as you have orders and housing.

DC Office of Veterans Affairs Education Help

OVA can point veterans and families to local education benefits, claims help, and community resources. Use OVA together with your campus veteran center, not as a replacement for VA School Certifying Officials.
