The Five Federal Service Academies

All five academies provide a fully funded four-year education in exchange for a service commitment. Admission is highly competitive and requires a congressional nomination (with the exception of the Coast Guard Academy).

United States Military Academy

West Point, NY • Est. 1802~1,000/year

Army
  • Full tuition, room, board, and a monthly stipend
  • Graduates commission as Army second lieutenants
  • Minimum 5-year active duty service commitment
  • Nomination required (congressional, presidential, or military)
  • SAT/ACT, physical fitness, and leadership record required

United States Naval Academy

Annapolis, MD • Est. 1845~1,000/year

Navy / Marine Corps
  • Full scholarship plus monthly pay (midshipmen are active duty)
  • Graduates may commission into Navy or Marine Corps
  • Minimum 5-year active duty commitment
  • Congressional or presidential nomination required
  • Strong STEM curriculum, varsity athletic program

United States Air Force Academy

Colorado Springs, CO • Est. 1954~900/year

Air Force / Space Force
  • Full scholarship plus monthly stipend
  • Graduates commission as Air Force or Space Force officers
  • Minimum 5-year active duty commitment
  • Congressional or presidential nomination required
  • Flight screening available; aviation programs on campus

United States Coast Guard Academy

New London, CT • Est. 1876~250/year

Coast Guard
  • Full scholarship plus monthly stipend
  • No congressional nomination required — merit-based admissions only
  • Graduates commission as Coast Guard ensigns
  • Minimum 5-year active duty commitment
  • Competitive acceptance rate; strong maritime curriculum

United States Merchant Marine Academy

Kings Point, NY • Est. 1943~250/year

Merchant Marine / Dual-Use
  • Full tuition, room, and board
  • Graduates hold a merchant mariner license and may commission into any reserve component
  • Sea Year: mid-program experience aboard commercial vessels
  • Congressional nomination required
  • Flexible service obligation (military or maritime industry)

ROTC Programs

Reserve Officers Training Corps programs allow students to earn a commission while attending the college of their choice. Scholarships are competitive and awarded on merit, leadership, and fitness.

Army ROTC

The largest officer-producing program in the country, available at 1,700+ colleges and universities.

Scholarship Tiers

  • 4-year, 3-year, 2-year, and 1-year merit-based national scholarships
  • Covers full tuition or a room and board stipend (winner's choice at some schools)
  • Monthly living allowance up to $500
  • Book stipend of up to $600/semester

Service Commitment

4 years active duty or 8 years reserve/National Guard

Naval ROTC (NROTC)

Commissions officers into the Navy and Marine Corps at over 160 colleges nationwide.

Scholarship Tiers

  • Navy and Marine Option national scholarships (4-year, 3-year, 2-year)
  • Full tuition plus fees, books, and uniform allowance
  • Monthly stipend (freshman $250 to senior $400)
  • College programs available for non-scholarship students

Service Commitment

4 years active duty (Navy) or 4 years active + reserve obligation (Marines)

Air Force ROTC (AFROTC)

Commissions officers into the Air Force and Space Force at 145+ host universities.

Scholarship Tiers

  • Type 1: Full tuition and fees
  • Type 2: $18,000/year toward tuition
  • Type 7: In-state tuition at public universities
  • Monthly stipend (up to $500 for seniors)

Service Commitment

4 years active duty (pilots commit to 10 years)

Marine Corps PLC / OCS

Platoon Leaders Class (PLC) is the Marine Corps equivalent of ROTC, conducted through summer training sessions at Quantico rather than on-campus battalions.

Scholarship Tiers

  • PLC Scholarship: tuition assistance up to $10,000/year
  • Monthly stipend during academic year once enrolled
  • Covers nearly all college majors at any accredited university
  • Law option available for pre-law students

4 years active duty as a Marine officer

Nomination Sources

Except for the Coast Guard Academy, admission to a service academy requires a nomination. Most applicants pursue congressional nominations, but military-dependent nominations are often less competitive.

Tip for Military Families: Children of active duty, retired (20+ years), or deceased service members may apply for a presidential or Secretary nomination directly through the academy, bypassing the congressional process. These slots are often less competitive.

Available to children of active duty, retired, and deceased service members; apply through the academy directly

Housing, BAH & Financial Considerations

Academy Cadets & Midshipmen

Cadets and midshipmen live on campus in barracks or dormitories and receive all housing and meals as part of their compensation. They are not entitled to BAH because government quarters are provided. Monthly pay ranges from roughly $1,185 (plebe/freshman) to $1,560 (firstie/senior) as of 2025.

ROTC Scholarship Recipients

ROTC cadets are full-time college students and live on or off campus per their own arrangements. Scholarship recipients receive a stipend to help offset housing costs, but they are not entitled to BAH until commissioned. Some schools offer on-campus ROTC housing stipends.

After Commissioning

Upon commissioning as an officer, graduates become entitled to full military benefits including BAH based on their duty station ZIP code and dependency status. Use the BAH Calculator to estimate housing allowance after commissioning.

PCS During Training

Newly commissioned officers often PCS immediately after graduation. Families should begin housing research 90 days before the first duty station assignment. Entitlements include a housing advance and TLE (Temporary Lodging Expense) during the move-in window.

Application Timeline

Service academy applications are highly time-sensitive. Most congressional nomination applications open in spring of junior year and close in fall of senior year.

9th Grade

Start Building the Record

  • Focus on GPA (3.5+ target)
  • Join JROTC if available
  • Participate in varsity sports
  • Begin community service and leadership roles

10th Grade

Research & Explore

  • Visit summer leadership programs at academies (most free)
  • Begin standardized test preparation
  • Research ROTC programs at preferred colleges
  • Take the PSAT

11th Grade

Contact Your Reps

  • Contact congressional offices in spring to begin nomination process
  • Take SAT/ACT (aim for retakes if needed)
  • Request letters of recommendation early
  • Begin official academy pre-candidate questionnaires

12th Grade (Fall)

Submit Applications

  • Congressional nomination deadlines typically Sept to Nov
  • Academy applications typically due Oct to Jan
  • ROTC scholarship applications open Aug to Dec
  • Complete medical and physical fitness evaluations
