Military Pay and State Income Tax

Utah offers significant income tax relief for military retirees and National Guard members, with a flat tax rate of 4.65% that is among the lowest in the Mountain West.

  • Military Retirement Pay Subtraction Credit

    Favorable

    Utah exempts military retirement pay from state income tax through a retirement income subtraction credit. Qualifying military retirees can subtract their retired pay from Utah taxable income, effectively exempting it. The subtraction is available for military retirement, SBP payments, and other qualifying retired pay. Consult a Utah tax professional or the Utah State Tax Commission for the current year subtraction amount and income phase-out thresholds.

  • Active Duty Pay and Military Tax Credit

    Moderate

    Active duty pay earned in Utah is technically subject to Utah income tax, but Utah provides a military pay tax credit that offsets a significant portion of the liability for servicemembers stationed in Utah. Additionally, active duty pay earned by a Utah resident while stationed outside Utah is generally exempt. Verify current credit amounts with the Utah State Tax Commission or your installation tax center.

  • VA Disability Compensation

    Favorable

    VA disability compensation is federally exempt from income tax, and Utah fully honors this. Veterans receiving VA disability compensation owe zero Utah state income tax on those payments.

  • National Guard and Reserve Pay

    Moderate

    Utah National Guard members and Reserve Component servicemembers may receive partial exemptions on training pay and periods of active duty orders. Check with the Utah National Guard education and benefits office for current guidance on Guard-specific tax treatment.

  • Utah Flat Income Tax Rate

    Moderate

    Utah has a flat income tax rate (4.65% as of recent legislation). For military families not fully exempt, the flat rate is predictable and among the lower flat rates in states that tax income. Compare to your home-state rate when evaluating whether to change domicile to Utah.

Action Note: File Utah form TC-40 and applicable military schedules. The Utah State Tax Commission has a military tax information page at tax.utah.gov. Your installation tax center at Hill AFB can provide free tax preparation assistance through VITA (Volunteer Income Tax Assistance) during tax season.

Property Tax Exemptions for Veterans

Utah provides strong property tax relief for disabled veterans, with a full exemption for 100% P&T disabled veterans and tiered partial exemptions for other disability ratings.

  • 100% P&T Disabled Veterans, Full Exemption

    Favorable

    Veterans rated 100% permanently and totally (P&T) disabled by the VA receive a full property tax exemption on their primary residence in Utah under Utah Code 59-2-1104. Apply through your county assessor office with your VA award letter. Davis County (Hill AFB area) and Salt Lake County both process these applications on a rolling basis.

  • Partial Exemption for Lower Disability Ratings

    Moderate

    Utah provides tiered partial property tax exemptions for veterans with service-connected disability ratings below 100%. The exemption amount corresponds to the disability percentage. For example, a veteran rated 50% disabled receives a 50% reduction in the taxable value of their primary residence. Contact your county assessor for the current year dollar amounts.

  • Surviving Spouse Retention

    Favorable

    The surviving spouse of a veteran who qualified for the property tax exemption retains the exemption as long as they continue to occupy the home as their primary residence and do not remarry.

  • Circuit Breaker Property Tax Credit

    Moderate

    Utah offers a Circuit Breaker property tax credit for lower-income homeowners, including disabled veterans, who meet income eligibility thresholds. This provides additional relief on top of the disability exemption for qualifying veterans. Apply through the Utah State Tax Commission.

Vehicle Registration and Driver License

Utah honors federal SCRA vehicle protections and offers military specialty plates and other registration benefits for veterans and servicemembers.

  • Out-of-State Registration, SCRA Protection

    Favorable

    Active duty servicemembers stationed in Utah are NOT required to register their vehicles in Utah under the SCRA. Vehicles registered in your home state may be legally driven in Utah for the duration of your assignment. Keep orders accessible.

  • Military and Veteran Specialty Plates

    Favorable

    Utah offers specialty license plates for veterans, disabled veterans, Gold Star families, Purple Heart recipients, and Medal of Honor recipients. Fee schedules vary. Contact the Utah Division of Motor Vehicles for current plate options and fee waivers.

  • Driver License Extension for Deployed Members

    Favorable

    Utah driver licenses remain valid for servicemembers on active duty outside Utah. The license does not expire while the holder is deployed or PCS away from Utah, extending automatically until a reasonable period after return.

  • Military Spouse, Home State License

    Favorable

    Under VBTA 2018, military spouses are not required to obtain a Utah driver license due to a PCS move to Utah. Spouses may maintain their home-state license and vehicle registration for the duration of the assignment.

Action Note: Utah DMV: (801) 297-7780. The Utah DMV offers online appointments and express lanes at many locations. Servicemembers and veterans should bring their military ID when visiting the DMV for expedited service in many locations.

Military Spouse Employment and Licensing

Utah has enacted expedited license endorsement for military spouses and has a growing economy, especially in tech (Silicon Slopes), healthcare, and education.

  • Expedited Professional License Endorsement

    Favorable

    Utah law requires expedited processing of professional license applications for military spouses who hold a valid license from another state. The relevant Utah licensing division must act within 30 days. Covered professions include nursing, teaching, engineering, cosmetology, real estate, and many others. Apply through the Utah Division of Occupational and Professional Licensing (DOPL).

  • Silicon Slopes Tech Employment

    Favorable

    The Wasatch Front between Salt Lake City and Provo (including Lehi, Draper, South Jordan, and Sandy) has become one of the fastest-growing tech employment corridors in the nation, known as Silicon Slopes. Major employers include Adobe, Qualtrics, Domo, Pluralsight, and dozens of startups. Hill AFB families in the northern Wasatch Front (Ogden/Clearfield/Layton) are within commuting distance of some of these employers.

  • Healthcare Employment

    Favorable

    Intermountain Health (formerly Intermountain Healthcare) is one of the largest healthcare systems in the Mountain West, headquartered in Salt Lake City. University of Utah Health operates major facilities across the Wasatch Front. Military spouses with nursing, PA, or other clinical credentials will find strong demand and expedited licensing pathways.

  • Unemployment Benefits After PCS

    Favorable

    Military spouses who leave a job to follow their servicemember on a PCS move are eligible for Utah unemployment insurance benefits. Leaving to accompany a military spouse on PCS orders is considered leaving with good cause under Utah law. File through Utah Department of Workforce Services.

  • Remote Work Opportunities

    Moderate

    The Ogden/Clearfield/Layton corridor (Hill AFB area) has good internet infrastructure and a growing remote work culture. For Hill AFB military spouses with professional or technical skills, remote work for out-of-state employers is increasingly viable and provides income independence from the local job market.

SCRA Federal Protections in Utah

Federal SCRA protections apply fully in Utah. Here is what they mean for servicemembers stationed at Hill AFB, Camp Williams, or other Utah installations.

  • Lease Termination with 30-Day Notice

    Favorable

    You can terminate any Utah residential lease with 30 days written notice after receiving PCS orders or a deployment of 90 days or more. Deliver written notice with a copy of orders to your landlord. Termination is effective 30 days after the next rent payment due date. The Clearfield, Layton, Roy, and Ogden rental markets are all familiar with this process given the high military concentration near Hill AFB.

  • 6% Interest Cap on Pre-Service Debt

    Favorable

    Debts taken out before entering active duty must be reduced to a 6% maximum annual interest rate upon written request accompanied by orders. This applies to mortgages, car loans, credit cards, and other pre-service debts. Lenders are federally required to comply.

  • Foreclosure Protection

    Favorable

    Utah courts cannot foreclose on a servicemember primary residence without a court order while on active duty and for 9 months following. This applies regardless of payment status.

  • Civil Court Stays

    Favorable

    If you are a party to a civil lawsuit in Utah and cannot appear due to military service, you can request a stay of proceedings. Courts cannot enter a default judgment against an active duty servicemember without appointing a military attorney.

  • Eviction Protection

    Favorable

    Landlords cannot evict an active duty servicemember or their dependents from a primary residence without first obtaining a court order. The annual rent threshold is adjusted by DoD.

Education Benefits in Utah

Utah National Guard members receive education assistance for state universities, and all military families benefit from immediate in-state tuition at Utah public colleges.

  • Utah National Guard Education Assistance

    Favorable

    Utah Army and Air National Guard members in good standing may qualify for education assistance at Utah System of Higher Education (USHE) institutions. Covered schools include the University of Utah, Utah State University, Weber State University, Utah Tech University (formerly Dixie State), Southern Utah University, Utah Valley University, Snow College, Salt Lake Community College, and Bridgerland Technical College. Contact your unit administrator or the Utah National Guard education office for current benefit amounts and eligibility requirements.

  • In-State Tuition for Active Duty Families

    Favorable

    Active duty servicemembers stationed in Utah, and their spouses and dependents, qualify immediately for in-state tuition at all USHE institutions. No 12-month Utah residency waiting period applies. Present current orders to the registrar or veterans services office.

  • Yellow Ribbon Program

    Moderate

    Several Utah institutions participate in the Yellow Ribbon Program for Post-9/11 GI Bill eligible students. Yellow Ribbon contributions from the school plus the VA can cover tuition costs that exceed the public in-state maximum. Check the VA Yellow Ribbon school finder for current Utah participants.

  • Weber State University, Hill AFB Proximity

    Favorable

    Weber State University in Ogden is particularly well-positioned for Hill AFB military families. It is approximately 15 miles from the main gate and has a dedicated veterans services center. Weber State offers night, weekend, and online programs accommodating military schedules and deployments.

  • Technical and Vocational Programs

    Favorable

    Utah has an excellent network of technical colleges (Bridgerland Technical College in Logan, Davis Technical College in Kaysville near Hill AFB, Mountainland Technical College, and others) that accept GI Bill benefits and provide fast-track certification programs in automotive, IT, healthcare, and skilled trades.

  • World-Class Skiing Near Hill AFB

    Favorable

    Hill AFB sits at the base of the Wasatch Mountains. Snowbasin Resort is approximately 25 miles from the base. Powder Mountain is 30 miles. Snowbird and Alta (among the deepest snowpack resorts in North America) are approximately 50 miles. Park City Mountain and Deer Valley are about 55 miles. Multiple resorts offer military discounts on lift tickets.

  • The Mighty Five National Parks

    Favorable

    Utah is home to five nationally designated parks: Arches, Bryce Canyon, Canyonlands, Capitol Reef, and Zion. Military families can access all five with an America the Beautiful Access Pass (available to current military at no cost). Drive times from the Wasatch Front range from 3 to 5 hours.

    The Ogden/Clearfield/Layton area (Hill AFB) offers housing that is substantially more affordable than PCS locations in California, Hawaii, or the DC area. Weber, Davis, and Box Elder counties have median home prices below the national average for metro areas with comparable amenities. BAH rates at Hill AFB are calibrated to the local market.

    Favorable

    Northern Utah has a family-oriented culture with strong school districts (Davis County School District and Weber County School District are both well-regarded), low crime rates relative to national averages, and abundant family outdoor activities. The LDS (Latter-day Saint) community influence creates a clean, family-friendly environment. Military families of all backgrounds report positive integration into Utah communities.
