Kentucky provides strong income tax relief for servicemembers and veterans, exempting active duty pay and military retirement in full.
All military pay received by Kentucky residents while on federal active duty orders is exempt from KY state income tax. This includes base pay, special pays, flight pay, hazardous duty pay, and allowances. Kentucky law follows the federal standard and does not tax military compensation earned while serving on active duty orders. Kentucky servicemembers who are also KY residents owe zero KY income tax on their active duty military pay.
Kentucky fully exempts all military retired pay from state income tax with no age restriction and no income cap. This applies to retired pay from all branches of the armed forces including Army, Navy, Air Force, Marine Corps, Coast Guard, and Space Force, as well as Reserve Component retired pay. Survivor Benefit Plan (SBP) payments are also exempt from KY income tax. This makes Kentucky one of the most attractive states for military retirees in the region.
VA disability compensation is fully exempt from Kentucky state income tax, consistent with federal law. No special KY filing action is required beyond retaining your VA award documentation. This exemption applies regardless of the disability percentage rating.
The Kentucky National Guard Tuition Award covers tuition at KY public colleges and is not treated as taxable income for state income tax purposes. Guard members receiving this benefit do not need to report it as income on their KY state return.
Kentucky Guard and Reserve members who are not on federal active duty orders (e.g., weekend drill, annual training without mobilization orders) pay KY income tax on their drill and annual training pay. Only federal active duty pay is exempt. If you receive mobilization orders placing you on Title 10 active duty, all pay from that point becomes exempt.

Kentucky law provides full property tax relief for 100% disabled veterans and standard homestead protections for qualifying residents.
Veterans rated 100% permanently and totally (P&T) disabled by the VA receive a full exemption from Kentucky property taxes on their primary residence. The exemption applies to the entire assessed value of the home with no dollar cap. To apply, bring your VA award letter showing 100% P&T status, your DD-214, and proof of Kentucky residency to your county Property Valuation Administrator (PVA) office.
The surviving spouse of a 100% P&T disabled veteran retains the full property tax exemption on the primary residence as long as they do not remarry and continue to occupy the home as their primary residence. The surviving spouse must provide a death certificate and documentation of the veteran's P&T status at death.
Kentucky offers a Homestead Exemption for residents 65 years of age and older, or those who are totally disabled regardless of cause. The exemption removes a set amount from the assessed value before property taxes are calculated. The exemption amount is adjusted every two years by the KY Department of Revenue to reflect property value changes. Apply through your county PVA office.
Under the federal Servicemembers Civil Relief Act, active duty servicemembers stationed in Kentucky are not required to pay Kentucky personal property tax on vehicles or other personal property if those items are registered and taxed in their legal home state. This prevents double taxation during a PCS to Kentucky.
Kentucky courts cannot foreclose on an active duty servicemember's primary residence without a court order while the servicemember is on active duty and for 9 months after separation from active duty. This applies even if the servicemember is delinquent on mortgage payments.

Kentucky has enacted expedited professional license reciprocity laws to help military spouses continue their careers after a PCS to the Fort Campbell or Fort Knox area.
Kentucky requires professional licensing boards to act on expedited license applications from military spouses who hold a valid professional license in good standing from another state. KY boards must issue a decision within 30 days of receiving a complete application. Covered professions include registered nursing (RN), licensed practical nursing (LPN), real estate, teaching, cosmetology, social work, counseling, engineering, and many others.
While a full reciprocity license is being processed, Kentucky licensing boards may issue a temporary practice permit allowing the military spouse to work in their profession during the 30-day processing period. This prevents income disruption during the licensing transition.
Military spouses who voluntarily leave employment to accompany their servicemember on a PCS move are eligible for Kentucky unemployment insurance benefits. Under KY law, following a spouse on a PCS is considered a qualifying reason for separation and does not disqualify the spouse from receiving UI benefits.
Military spouses who work remotely for an out-of-state employer while living in Kentucky due to military orders may elect to maintain their home state tax domicile under the Veterans Benefits and Transition Act of 2018. This can mean the spouse's wages are taxed in their home state rather than Kentucky. Consult a military tax professional to confirm your specific eligibility.

Bring your servicemember's PCS orders, your out-of-state license copy, and a letter of good standing from your home state board. The Servicemembers Civil Relief Act is federal law and applies in full force in Kentucky. KY landlords, lenders, and courts must honor every SCRA protection.
You can terminate any Kentucky residential lease with 30 days written notice after receiving PCS orders or deployment orders for 90 or more days. Deliver your written notice along with a copy of your orders to your landlord. The lease termination is effective 30 days after the next periodic rental payment date following the date of notice.
Any debt incurred before you entered active duty, including mortgages, car loans, student loans, and credit cards, must be reduced to a maximum 6% annual interest rate upon your written request with a copy of your orders. The lender must apply this rate retroactively and forgive all interest above 6% for the period of active duty. This protection applies for the entire duration of active duty.
Kentucky courts cannot foreclose on a servicemember's primary residence without a court order while the servicemember is on active duty and for 9 months following separation. If you receive a foreclosure notice while on active duty, contact your JAG Legal Assistance office immediately.
If you are sued in a Kentucky civil court and cannot appear due to military service, you have the right to request a stay (delay) of the proceedings. Courts may not enter a default judgment against an active duty servicemember without first holding a hearing and appointing military counsel if the servicemember cannot be reached.
Landlords cannot evict an active duty servicemember or their family from a primary residence without a court order while on active duty. This protection applies when monthly rent does not exceed the SCRA monthly cap (adjusted annually, approximately $4,036 in 2024).
Pro tip: SCRA violations are federal offenses. If a KY landlord, lender, or court is not honoring SCRA protections, contact the JAG Legal Assistance office at Fort Campbell or Fort Knox immediately. Both installations maintain active Legal Assistance offices with walk-in hours.
Kentucky offers state-level education programs for Guard members and veterans, stacked on top of federal GI Bill benefits, with strong in-state tuition protections for military families.
Kentucky National Guard members in good standing may receive the KY National Guard Tuition Award, which covers tuition costs at participating Kentucky public colleges and universities. The award supplements federal Tuition Assistance (TA) and can effectively provide free tuition at KY public institutions for Guard members. Members must maintain satisfactory academic progress and continued Guard membership.
Active duty servicemembers stationed in Kentucky and their spouses and dependents qualify for in-state tuition at all Kentucky public colleges and universities immediately upon establishing residence for educational purposes. No 12-month waiting period is required under KY law.
All Kentucky public colleges and universities participate in federal GI Bill programs. Yellow Ribbon Program participants in Kentucky include Bellarmine University, Spalding University, and the University of Louisville, which can cover costs above the in-state public school rate for veterans attending private institutions.
Kentucky provides tuition waivers at KY public colleges and universities for dependent children of veterans who were killed in action, are 100% service-connected disabled, or were prisoners of war. Eligibility requirements and benefit amounts are administered through the KY State Approving Agency and the individual institutions.
Beyond the National Guard Tuition Award, KY National Guard members may stack state tuition assistance with federal programs. Confirm current combined benefit limits with your unit education officer and the institution's School Certifying Official (SCO) before enrolling.

Each institution has a School Certifying Official (SCO) who processes VA education benefits certifications. Western Kentucky University and the University of Kentucky both have strong veteran student support programs.
Kentucky fully honors your right to maintain your legal domicile and vote in your home state while stationed at Fort Campbell, Fort Knox, or any other KY installation.
Being stationed in Kentucky does not change your legal domicile. You may continue to vote in your home state via absentee ballot using UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act). Submit your Federal Post Card Application (FPCA) at FVAP.gov to register and request absentee ballots from your home state.
If you wish to vote in Kentucky and claim Kentucky as your legal home, you may voluntarily change your domicile by registering to vote with your county clerk. Before switching, weigh the implications: KY fully exempts military pay and retirement, so the tax impact of switching domicile may be minimal. Contact the KY Secretary of State's office at sos.ky.gov for voter registration.
Military spouses may independently choose their own state of domicile under the Veterans Benefits and Transition Act of 2018. The spouse's domicile does not have to match the servicemember's. Kentucky must honor this federal right.
Kentucky accepts the Federal Post Card Application (FPCA) as both a voter registration form and an absentee ballot request. Submit your FPCA at least 28 days before the election for domestic absentee ballots. KY accepts electronic transmission of ballots for overseas military voters under certain conditions.
