Military Pay & State Income Tax

Georgia taxes military income but offers meaningful retirement exemptions that increase with age, and full exemption at 65+.

Active Duty Military Pay, Taxable for GA Residents

Conditions Apply

Georgia taxes active duty military base pay for servicemembers who are Georgia domiciliaries (legal residents). If you are a Georgia native stationed in Georgia, your military pay is subject to GA state income tax. SCRA non-resident protections apply to servicemembers who are NOT Georgia domiciliaries, their military pay cannot be taxed by Georgia.

Military Retirement Exemption, $17,500 (Under Age 62)

Favorable

Georgia military retirees under age 62 may exclude up to $17,500 of military retirement income from Georgia taxable income annually. This applies to regular military retirement pay, Reserve/Guard retirement pay, and Survivor Benefit Plan (SBP) payments. Claim on Form 500, Schedule 1.

Military Retirement Exemption, $35,000 (Ages 62 to 64)

Favorable

Military retirees between ages 62 and 64 may exclude up to $35,000 of military retirement income from Georgia taxable income annually. Georgia's retirement income exclusion at this age tier covers military retirement, plus other qualifying retirement income up to the $35,000 combined cap.

Military Retirement, Fully Exempt at Age 65+

Favorable

Georgia military retirees age 65 and older pay no Georgia income tax on military retirement income, the exclusion is unlimited. Combined with Georgia's generally moderate income tax rates (flat 5.49% as of 2024, phasing down to 4.99% over time), Georgia becomes an increasingly attractive retirement destination for military retirees at this age tier.

VA Disability Compensation, Fully Exempt

Favorable

VA disability compensation is federally excluded from gross income and Georgia follows this exclusion fully. No Georgia income tax on VA disability payments at any rating level.

National Guard & Reserve Pay

Conditions Apply

Georgia National Guard members and reservists are taxed on Guard pay as Georgia residents when on state active duty (not federal orders). Members on federal Title 10 orders who are stationed outside Georgia may qualify for SCRA protection on that pay if they maintain a non-GA domicile. Consult the Georgia Department of Revenue (DOR) instructions for Form 500.

Military retirees under 62 should claim the $17,500 exclusion on Form 500, Schedule 1 (retirement income exclusion). Keep copies of your 1099-R from DFAS.

Property Tax Exemptions & Discounts

Georgia provides a full homestead exemption for 100% disabled veterans and meaningful standard homestead exemptions for all homeowners.

100% Disabled Veterans, Full Homestead Exemption

Favorable

Georgia veterans rated 100% permanently and totally (P&T) disabled by the VA qualify for a full exemption from property taxes on their primary residence (homestead). This is one of Georgia's most significant veteran benefits, zero property taxes on the home for qualifying 100% P&T veterans. Apply with your county tax commissioner's office.

Surviving Spouse, Exemption Continuance

Favorable

The unremarried surviving spouse of a 100% P&T disabled veteran retains the full property tax homestead exemption on the same primary residence. The surviving spouse must not remarry and must continue to occupy the home as their primary residence. This protection is found in O.C.G.A. § 48-5-48.

Regular Homestead Exemption, $2,000 to $4,000 Off Assessed Value

Georgia's basic homestead exemption reduces the assessed value subject to state and county property tax. State homestead exemption: $2,000 off assessed value. Many counties add their own additional exemptions, in counties surrounding major installations (Houston County/Warner Robins, Liberty County/Fort Stewart, Richmond County/Fort Eisenhower), local exemptions can add another $2,000 to $10,000 off assessed value. Check with your county tax commissioner for the full local exemption stack.

Disabled Veterans, Additional County Exemptions

Several Georgia counties surrounding military installations have enacted additional homestead exemptions for veterans with service-connected disabilities below 100%. Houston County (Robins AFB area), Muscogee County (Fort Moore), and others offer partial exemptions for veterans with 50% to 99% ratings. Check with your specific county tax commissioner for local veteran exemptions.

Active Duty, Homestead Exemption While Stationed Away

Favorable

Georgia active duty servicemembers who own a home in Georgia but are stationed elsewhere on military orders retain the homestead exemption on their Georgia home, even if they are not physically present, provided it remains their legal primary residence. File your homestead exemption application by April 1 with your county.

Vehicle Registration & Driver's License

Georgia offers free vehicle registration for 100% disabled veterans and full SCRA non-resident protections for servicemembers stationed in Georgia.

Non-Resident Vehicle Registration, SCRA Exemption

Favorable

Active duty servicemembers who are NOT Georgia domiciliaries are not required to register their vehicle in Georgia. Your home-state registration is valid while stationed in Georgia on military orders under SCRA. This is a meaningful financial benefit, Georgia's vehicle registration and ad valorem taxes (TAVT) can be substantial.

100% Disabled Veterans, Free Vehicle Registration

Favorable

Georgia veterans rated 100% service-connected disabled by the VA qualify for a free annual vehicle registration (tag) on one vehicle. Apply at your county tag office with your VA award letter. The exemption covers the standard registration fee, other county-specific fees may still apply.

TAVT (Title Ad Valorem Tax), Military Considerations

Georgia replaced its annual ad valorem tax with a one-time Title Ad Valorem Tax (TAVT) at 7% of the vehicle's fair market value at the time of title transfer. SCRA non-resident servicemembers who do not register in Georgia avoid TAVT entirely. GA-domiciliary servicemembers who purchase a vehicle in GA will owe TAVT. There is no general military exemption from TAVT, but 100% disabled veterans may apply for an exemption on one vehicle.

Military Spouse, VBTA 2018 Registration Protection

Favorable

Military spouses who maintain a non-Georgia domicile under VBTA 2018 are not required to register their vehicle in Georgia or obtain a Georgia driver's license solely because they accompanied their servicemember to a Georgia installation.

Georgia Military License Plates

Favorable

Georgia offers specialty plates for veterans, active duty members, retired military, Purple Heart recipients, Medal of Honor recipients, Gold Star families, POW/MIA, and specific unit or campaign designations. Purple Heart and Medal of Honor plates are issued at no charge. Apply through the Georgia Department of Revenue Motor Vehicle Division with appropriate documentation.

Georgia's Military Spouse License Portability Act provides a 30-day expedited license transfer, and Georgia allows PCS-related unemployment claims.

Georgia Military Spouse License Portability Act, 30-Day Transfer

Favorable

Georgia's Military Spouse License Portability Act (O.C.G.A. § 43-1-34) requires Georgia professional licensing boards to process military spouse license applications within 30 days of a complete application. Spouses who hold an equivalent license in good standing from another state may request expedited endorsement. Covered professions include nursing, physical therapy, cosmetology, teaching, counseling, real estate, and many others.

Temporary Practice Permit While License Transfers

Conditions Apply

Georgia licensing boards may issue temporary permits to military spouses while their full license application is being processed. This allows spouses to continue working in their licensed profession without an income gap during the transfer. Check with the specific Georgia licensing board for availability, as not all boards offer temporary permits.

Unemployment Insurance, PCS Voluntary Quit Exemption

Georgia allows military spouses who voluntarily leave employment to follow their servicemember on a PCS move to collect Georgia unemployment insurance. The spouse is NOT considered to have voluntarily quit without good cause under Georgia law. File through the Georgia Department of Labor at dol.georgia.gov or call (404) 232-3001.

Georgia Department of Labor, Veterans Services

The Georgia Department of Labor operates Veterans Employment Services at its local career centers statewide. Career centers near major installations offer job placement assistance, resume help, and connections to employers who prioritize veteran and military spouse hiring. Remote Work, VBTA 2018 Domicile Tax Protection

Favorable

Military spouses maintaining a non-Georgia domicile under VBTA 2018 who work remotely for an out-of-state employer while living in Georgia may not owe Georgia income tax on those wages. Maintain documentation of your domicile choice and consult a tax professional to implement this correctly.

SCRA, Federal Protections + Georgia Additions

Federal SCRA protections apply fully in Georgia. Georgia statutory law adds some additional lease-related protections for servicemembers.

Lease Termination, 30-Day Written Notice Under SCRA

Favorable

Active duty servicemembers can terminate a Georgia lease with 30 days' written notice after receiving PCS orders or deployment orders of 90+ days. Deliver notice and a copy of your orders to the landlord. Termination is effective 30 days after the next rent payment due date. Georgia landlords near major installations are generally familiar with this process.

Georgia Lease Termination, Extra Protections (O.C.G.A. § 44-7-22)

Favorable

Georgia Code provides additional lease termination rights that align with and in some respects exceed federal SCRA minimums. Georgia courts have consistently interpreted these provisions in favor of servicemembers when landlords dispute PCS-related terminations. If you encounter resistance from a landlord, contact your installation JAG office immediately, Georgia courts are favorable venues for servicemember lease disputes.

6% Interest Rate Cap on Pre-Service Debt

Favorable

Debts incurred before entering active duty must be reduced to a maximum 6% interest rate upon written request with military orders. Georgia lenders comply with this federal requirement. Submit your request in writing to each lender with a copy of your orders. Retroactive adjustments from the date of orders must be provided.

Foreclosure Protection

Favorable

Georgia uses a non-judicial foreclosure process, but SCRA requires conversion to a judicial process for active duty servicemembers. Georgia courts cannot foreclose on an active duty servicemember's home without a court order. Protection continues for 9 months after leaving active duty. Contact JAG immediately if you receive any foreclosure notice.

Civil Court Stays & Default Judgment Protection

Favorable

Georgia courts cannot enter a default judgment against an active duty servicemember who cannot appear due to military service. Courts must stay proceedings upon written notice with orders and are required to appoint counsel for servicemembers before proceeding in their absence.

Education Benefits in Georgia

Georgia's HOPE Scholarship is one of the most valuable state merit aid programs in the nation. Military families are specifically protected from losing HOPE eligibility during PCS moves.

HOPE Scholarship, Military Kids Keep Eligibility During PCS

Favorable

Georgia's HOPE Scholarship (Helping Outstanding Pupils Educationally) provides merit-based scholarship funding for Georgia students at Georgia public and private colleges. Military-connected students who must leave Georgia due to their parent's PCS orders do not lose their HOPE eligibility, the GPA clock pauses during the period of out-of-state residence. When the family returns to Georgia, the student can still claim HOPE if they meet the academic requirements. This is a critical protection for military families who are frequent movers.

In-State Tuition, Active Duty Members, Spouses & Dependents

Favorable

Active duty servicemembers stationed in Georgia, their spouses, and dependents are immediately eligible for in-state tuition at all University System of Georgia (USG) institutions, no waiting period. This applies from the first day of Georgia orders. Present current military orders to the institution's veterans services office or enrollment office.

Georgia National Guard, State Tuition Assistance

Favorable

Georgia National Guard members are eligible for state tuition assistance at Georgia public colleges and universities through the Georgia National Guard Service Cancelable Loan Program and the Georgia National Guard Tuition Assistance Program. Benefits can cover a significant portion of tuition costs. Contact your Guard unit Education Services Officer (ESO) for current benefit amounts and application procedures.

Post-9/11 GI Bill, Georgia Institutions

All University System of Georgia institutions and most Technical College System of Georgia schools participate in the VA education benefits programs. Georgia State University, Georgia Tech, University of Georgia, and Augusta University (near Fort Eisenhower) all have strong veterans services programs. HOPE GED Voucher & Adult Education

Qualifying veterans and military members who need a GED may access state-funded adult education programs through the Technical College System of Georgia. The HOPE Career Grant also provides tuition for high-demand technical programs at Georgia's technical colleges, a strong option for transitioning servicemembers seeking vocational credentials.

Georgia Student Finance Commission, Military Services

The Georgia Student Finance Commission (GSFC) administers HOPE, Zell Miller, and other state scholarship programs. Military families with questions about HOPE eligibility rules during PCS should contact GSFC directly at (800) 505-4732 or gafutures.org. GSFC has a dedicated military family guidance page.

Students who moved out of Georgia due to a parent's PCS must document the military orders and their out-of-state residence when re-establishing HOPE eligibility upon return. Private Schools, Vouchers & School Choice

Georgia has meaningful private school scholarship programs for students with special needs and low-income families. No universal ESA yet, but GOAL and Special Needs Scholarship provide important options for qualifying military families.

Georgia Special Needs Scholarship, EFMP Families

Favorable

The Georgia Special Needs Scholarship (GSNS) provides scholarships for students with disabilities to attend accredited private schools. To qualify, students must have an IEP, have attended a Georgia public school the prior year, and have a qualifying disability. Award amounts are based on the public school's special education allocation. This is a critical resource for EFMP-enrolled military families whose child has special education needs, especially during PCS transitions when IEP services are disrupted. Georgia GOAL Scholarship, Tax Credit Scholarship for Private Schools

The Georgia GOAL Scholarship Program (O.C.G.A. § 20-2A-1) is a state-income-tax-credit-funded scholarship program for low-to-middle-income students to attend accredited private K to 12 schools. Scholarships average $4,000 to $7,000 per year. Families must apply through a Student Scholarship Organization (SSO) certified by the Georgia Department of Education. Military families who qualify based on income can use GOAL scholarships at participating private schools near their installation.

No Universal ESA Program, Yet

Limited Benefit

As of mid-2026, Georgia does not have a universal Education Savings Account (ESA) or voucher program available to all families. Proposals for broader school choice expansion have been introduced in recent Georgia legislative sessions but have not passed into law. Military families without qualifying disabilities or income thresholds must pay full private school tuition out of pocket unless they qualify for GSNS or GOAL.

Charter School Inter-District Enrollment

Georgia has a strong charter school sector, including state charter schools that enroll students from across the state. The Georgia Charter Schools Commission authorizes high-performing charter schools statewide. Military families may enroll in charter schools without geographic restriction in some cases. MIC4 Compact, Military Child Enrollment Protections

Georgia is a member of the Interstate Compact on Educational Opportunity for Military Children (MIC4). This compact provides enrollment deadline waivers, immunization grace periods (30 days), grade placement flexibility, and IEP continuity for military children transferring into Georgia public schools. Fort Eisenhower/Augusta area: Westminster Schools of Augusta, Augusta Preparatory Day School. Robins AFB/Warner Robins area: First Presbyterian Day School (K to 12, well-regarded), Northside Methodist Academy. Moody AFB/Valdosta: Lowndes Academy, Valdosta Catholic schools.

Voting & Residency Rights

Georgia cannot require you to establish Georgia domicile. SCRA protects your right to maintain your home state domicile and vote there.

Maintain Home State Domicile, SCRA Protection

Favorable

Being stationed in Georgia does not change your legal domicile. You may continue to vote in your home state via absentee ballot using UOCAVA. Georgia domicile is a choice, not a default consequence of military orders to a Georgia installation.

Establish Georgia Domicile Voluntarily

Conditions Apply

Servicemembers who choose to establish Georgia domicile (register to vote in GA, file as GA resident) become subject to Georgia income tax on military pay but gain access to Georgia benefits including the HOPE scholarship eligibility clock for their children. For long-term Georgia-based military families, this calculation may favor GA domicile, especially with the generous retirement exemptions.

Military Spouse Independent Domicile (VBTA 2018)

Favorable

Military spouses may independently choose any state as their domicile under VBTA 2018. A spouse does not need to match the servicemember's domicile and is not required to establish Georgia domicile just because they are living in Georgia on PCS orders.

UOCAVA Absentee Voting

Favorable

File an FPCA (Federal Post Card Application) at FVAP.gov to request absentee ballots from your home state while stationed in Georgia. Your installation Voting Assistance Officer (VAO) can assist with FPCA filing. Georgia's own absentee ballot system is available to registered Georgia voters, Georgia accepts absentee ballot applications up to 11 days before an election.

School Liaison Officers in Georgia

Every Georgia military installation has a School Liaison Officer (SLO) on staff, free of charge for military families. SLOs help with school enrollment before and after a PCS move, records transfers, the Interstate Compact on Educational Opportunity for Military Children (MIC3), special education coordination, and finding the right school near your new duty station. Call your gaining or losing installation SLO before orders drop to get ahead of enrollment deadlines.
